Expect the Department of Labor to propose new rules surrounding apprenticeships sometime this fall. The change will allow industry-led groups to certify apprenticeship programs that will augment the existing state and federal system. Work-based learning programs could be certified by trade and professional associations, unions and other non-governmental groups. If certified, the programs will be eligible for federal funding. The labor department hopes to increase employer’s interest in apprenticeships and entire new industries to the fold (like retail and health care).
